Microsoft OEM licences (purchased bundled with the server) are typically 20–30% cheaper than retail licences and are tied to the specific hardware unit. If your workload is Linux-based — running Ubuntu Server, Red Hat Enterprise Linux, or a VMware ESXi hypervisor — no Windows licence is needed at all, as these are either free or separately licensed. For organizations running VMware, there is no Windows licence requirement for the ESXi hypervisor layer itself; Windows licences are required only for the guest VMs running Windows workloads.
