Somewhere on your desk is a budget sheet with an empty row that says "phone system". You cannot fill it with "contact us for pricing", and you cannot fill it with the licence price alone — because the licence is the smallest of the four numbers. Here is how a 3CX price is actually built.
Part one: the licence. Annual, priced by simultaneous calls — how many conversations happen at the same moment, not how many staff you have. This is the only recurring cost — from roughly AED 1,100 per year for a small office.
Part two: the appliance. One-time. In the UAE, 3CX runs on-premise — on a compact pre-installed appliance we stage, configure and test in Dubai, sized to your users and delivered ready to connect. You own it outright; there is no renewal on hardware.
Part three: trunk work. Configuring your Etisalat or du SIP trunk, porting the numbers your customers already dial, and testing inbound and outbound on the live line. The telecom line rental itself stays on your Etisalat or du account, billed by the carrier directly.
Part four: installation. Extensions built, IVR recorded, queues configured, phones provisioned, staff trained, system handed over working. One-time.
Any 3CX price — ours or anyone's — is some arrangement of those four parts. The rest of this page prices each part honestly at market rates, then puts them together for three real office sizes — so the year-one total is on your budget sheet before you speak to anyone.
Before the numbers: a frame of reference. Cloud per-user phone systems — the kind that show a per-seat monthly price — typically cost AED 150–250 per user per month. A 20-person office pays AED 36,000–60,000 per year, every year, as long as the system runs. 3CX's licence is priced by simultaneous calls, not users. The same 20-person office that needs 6 simultaneous calls at peak pays a fraction of that — and owns the system. There is a regulatory layer too: UAE business voice runs on licensed Etisalat and du SIP trunks under TDRA regulation, delivered to equipment on your premises — a foreign cloud PBX carrying calls over the public internet, bypassing the licensed carrier, is not the compliant path. 3CX counts calls, not people. That one shift changes your price completely.
3CX is not licensed per user. It is licensed by simultaneous calls — the number of conversations happening at the same moment. A 30-person office where 6 people are on the phone at once needs a 6–8 SC licence. Not 30. Not anything close to 30. Most phone systems charge per seat, so the instinct is to count staff. On 3CX, count the busiest hour instead. That one shift is often the difference between a system that looks expensive and one that looks like the obvious choice. Every buyer has one specific fear about phone system quotes: the number they approved and the number on the invoice are not the same. Five things cause that gap. None of them should come as a surprise — and on a properly built quote, none of them will. Here they are, named and explained so you can ask about each one before you sign.
Call recording retention. Recording itself is included from PRO. Storing every call for years is a disk-space question — a legal firm keeping recordings per matter needs more storage than a trading office keeping thirty days. It changes the server spec, not the licence.
Standby failover. If the phones going down for a day is unacceptable, AI Edition supports a second server that takes over automatically. That is a second machine — a hardware line, sized before quoting, not after a failure.
Number porting complexity. Porting one main number is routine. Porting fifteen DIDs across two Etisalat accounts takes coordination time. Still one line on the quote — just a bigger one.
Multi-site bridging. Connecting a Sharjah branch to Dubai head office on one dial plan adds SBC configuration per site. It also deletes the inter-branch call cost from your Etisalat bill — the one place a 3CX project genuinely pays itself back.
After-hours cutover. Standard installations switch over after working hours at no premium — that is how we do every migration. A hard requirement for a Friday-night cutover with weekend standby is the only scheduling item that adds cost, and it is agreed in writing first.

Until 30 September, three years costs less per year than one
Most offices renew annually because that is what they have always done. Nobody tells them the multi-year path exists, and the supplier who could tell them earns more from annual renewals. Until 30 September 2026, a 3-year licence costs 30% less per year than the same licence renewed year by year. If you have been on this system for two years, you have already paid the premium twice. The maths takes thirty seconds.
Worked example at list rates: an 8 SC PRO licence around AED 1,500 per year costs about AED 4,500 over three years renewed annually. The same licence on a 3-year term at 30% off lands near AED 1,050 per year — roughly AED 3,150 total, about AED 1,350 saved — and your rate is locked while list prices move. The phone ladder — only pay for the desks that need new handsets
You multiplied desk count by a phone price in your head and arrived at a number that changed how you felt about this project. That number is almost certainly too high. Most offices need new handsets on maybe half the desks — the mobile app covers site staff, the existing SIP phones from the old system still work, and management does not always want a new phone. The honest question is which desks genuinely need new hardware. The rest stay as they are.

Four questions that reveal a phone system's true total
Before any phone-system budget is approved, ask these four questions. They surface the costs that decide the real total — before the invoice does.
One: what is actually recurring? On-premise 3CX has one recurring cost: the annual licence. A monthly "platform fee", "hosting fee" or "management fee" on an on-premise system is an invented subscription. An AMC is legitimate — but it is optional, and it should always be a choice you can decline.
